NIBIRU generates over 11 million RON in taxes per season and becomes one of the main taxpayers on the southern coast
The NIBIRU project, a new entertainment resort set to launch in summer 2026 in Costinești, is shaping up to be not only one of the largest developments in the entertainment sector, but also a significant contributor to the local economy, in a region where the southern coast lacks the presence of major industrial players.
Based on current operational scenarios, which include a seasonal workforce of approximately 1,000 employees, the fiscal contributions generated by the project exceed 11 million RON during the operating season. This is in addition to annual taxes and duties, such as property taxes, which are paid regardless of the operating period.
Direct contribution to the local budget of Costinești
In addition to taxes generated from economic activity and salaries, estimated at around 8 million RON, the project also generates a significant level of direct local taxes. Estimates indicate a total contribution of over 3 million RON annually. These are funds that go directly into local budgets, without passing through national redistribution mechanisms.
Approximately 600,000 RON come from ticket taxes related to the Beach, Please! festival, another 1.2 million RON from NIBIRU’s operations, and around 1 million RON from property taxes. These are complemented by operating fees and permits, estimated at approximately 500,000 RON annually. In total, these contributions exceed 3 million RON per year, funds that remain directly in the local economy from the very first year of operation.
A different fiscal profile compared to the existing local economy
The economic structure of the Costinești – Mangalia area is currently dominated by tourism and hospitality businesses, generally small and medium-sized companies with limited seasonal tax contributions, largely due to “weekend tourism,” meaning short tourist stays.
In this context, a project of NIBIRU’s scale generates a level of taxes significantly above the local average, both through the number of employees and the scale of its economic activity.
By comparison, a large hotel in the area typically generates between 200,000 and 800,000 RON in payroll taxes per season, while NIBIRU’s estimated fiscal impact far exceeds these figures.
Economic impact beyond direct contributions
Project representatives emphasize that the economic impact is not limited to taxes paid directly to the local budget.
NIBIRU’s activity generates important indirect effects, including the creation of a large number of seasonal jobs, increased local consumption (accommodation, restaurants, services), higher VAT collection in the area, corporate tax generation, as well as attracting investments and supporting the development of local infrastructure. All these effects contribute to a broader economic dynamic, impacting the entire local business chain.
A project that redefines the economic role of the area
Although the southern coast’s economy is currently predominantly seasonal and fragmented, projects of NIBIRU’s scale have the capacity to significantly change local dynamics.
Through the volume of activity generated, the number of employees, and its ability to attract consistent consumer flows, NIBIRU positions itself as one of the main contributors to the local budget of Costinești and as a catalyst for the area’s economic development.
Moreover, its operating model, spanning the entire summer season and built as an ecosystem of entertainment, retail, and services, helps extend tourists’ length of stay and increase the economic value generated per visitor.
In this sense, the project’s impact goes beyond direct fiscal contributions, translating into broader economic activation, with effects across the entire local business chain and the overall economic dynamics of the region.
